Er, $1bn will buy you NOTHING in terms of a space program. They will spend that much just doing feasability studies.
I wouild love to see a renewed space exploration program, which geek wouldn't? But this isn't it. This is electioneering, that's all. If he had said $100bn I might have believed him, but he's just talking up the fight, in exactly the same way his daddy did all those years ago.
